On 30 November 1907, Abe Bailey, the president of the South African Cricket Association, wrote to Francis Lacey, the secretary of the Marylebone Cricket Club (MCC). Bailey proposed the creation of an “Imperial Cricket Board”. In the letter, he said the council was responsible for establishing rules and regulations to govern international matches between three members: Australia, England and South Africa. Bailey wanted a triangular test series between participating nations in South Africa. Australia rejected the offer. But Bailey’s hopes were not dashed. He saw an opportunity to join the three members on a tour of Australia in 1909. After continued lobbying and efforts, Bailey succeeded.
On 15 June 1909, representatives of England, Australia and South Africa met at Lord’s and formed the Imperial Cricket Conference. A month later, a second meeting was held between the three members. The rules were agreed upon between nations and the first Tri-Test operation was decided to be performed on the gland in 1912.
In 1926, the West Indies, New Zealand and India were elected as full members, doubling the number of Test playing nations to six. After the creation of Pakistan in 1947, it was granted Test status in 1952, becoming the seventh Test nation. In May 1961, South Africa withdrew from the Commonwealth and thus lost its membership.
In 1964, the ICC allowed the introduction of non-Test playing fields. The following year, the ICC changed its name to the International Cricket Conference. The United States, Ceylon and Fiji were admitted as new members of the membership as Associates.

Full Members – The twelve governing bodies have full voting rights in the International Cricket Council and conduct official Test matches.
Members of the Club are the 96 governing bodies in countries where cricket is established or has been established but does not have full membership.
Since its inception, the ICC has had its home at Lord’s Cricket Ground and since 1993 has had its offices in the Clock Tower building in the World Nursery. The ICC indepdt is financed by using the rights of the One Day International Cricket World Cup. Since not all member countries have double taxation agreements with the UK, it has to prevent cricket’s earnings by setting up ICC Developmt (International) Pvt. Ltd – known as IDI outside the UK. It was founded in January 1994 and is located in Monaco.
For the rest of the 90s, IDI service was modest. But with the negotiation of a bundle of rights in all ICC proceedings between 2001 and 2008, the revenue received by International Cricket and ICC member countries increased significantly. This led to an increase in the number of commercial workers employed by IDI in Monaco. It was also unfortunate that the board’s cricket officials, who lived at Lord’s, were separated from their commercial counterparts in Monaco. The board decided to find ways to consolidate all its employees into one office while protecting its income from taxes.

The possibility of a stay at Lord’s was investigated and a request was made through Sportingland to the British government to allow all ICC staff (including those working on commercial matters) to be in London, but with a separate exemption from paying UK business tax. The British government did not want to set a precedent and did not agree to this request. As a result, the ICC looked elsewhere and actually settled on the emirate of Dubai in the United Arab Emirates. ICC is registered in the British Virgin Islands. In August 2005, the ICC moved its headquarters to Dubai and subsequently closed its offices in Lord’s and Monaco. The move to Dubai followed an 11-1 vote by the ICC Executive Council.
While the main driver of the ICC’s move to Dubai was the desire to consolidate its key staff in a tax haven, the second was the desire to move the offices closer to the new major centers of cricketing power in South Asia. Lord’s has a suitable venue for the ICC served by the Marylebone Cricket Club (MCC) (a position which continued until 1993). But the growing influence of India and Pakistan in world cricket continued to be dominated by the private British Confederation (MCC), which was anachronistic and unstable. A direct result of the changes and reforms carried out in 1993 was the transition from “Master’s” to independent vue.
